Replacement of the State Highway 29 bridge over the Ōmanawa River, built under a measure and value contract on a live state highway with 2 separable portions.

The bridge carries State Highway 29 over the Ōmanawa River on the main route between Tauranga and the Waikato. The replacement is being built alongside the existing structure while the highway stays open, which puts traffic management, staging and the settlement behaviour of the approaches at the centre of nearly every decision.
I’ve been on it since September 2025 through Axell Consultants, as Engineer’s Representative and as Assistant Contract Administrator. I prepare the assessments, certifications, decision papers and reporting. The Contract Administrator reviews and signs the determinations and payment schedules.
The piling, piers and abutments are done and the superstructure started on 9 October 2026, when the first section of steel beams was lifted onto the pier. The 6 sections weigh 50 to 56 tonnes each and go in with a 1200 tonne telescopic crawler crane, the biggest of its type in New Zealand. The precast deck panels follow once the steel is in and the bearings are grouted.
How the delay, settlement and hold point questions on a job like this get worked through is on the how I work page. For how the delegation itself works, see what an Engineer’s Representative actually does under NZS 3910.
