Services

Client side contract services for civil infrastructure

For councils, NZTA, asset owners and the consultancies that hold their contracts. BlueWave can take a whole contract from award to final account, or one part of it.

Engineer’s Representative and contract administration

Running an NZS 3910 contract on site under a written delegation from the Engineer, or supporting the Contract Administrator under the 2023 edition. The aim is a contract that runs to its terms, with problems raised early and every decision recorded.

  • Instructions and notices that state what’s required and why, so they can be priced and programmed
  • Site verification of quantities and quality before anything is certified
  • Hold and witness points released on the record
  • Progress meetings, minutes, weekly and monthly reporting
  • Risk reviews, health and safety and environmental inspections

Variation, extension of time and payment claim assessment

An independent written assessment you can act on. Entitlement is tested against the contract, time against the accepted programme and value against the schedule rates and the site record. The answer sits on page 1 and the reasoning behind it is set out so it can be checked.

  • Variations, including pricing, measured items and overheads
  • Extensions of time on the programme logic, with delay split between the parties
  • Payment claims remeasured and verified, including Schedule 17 cost fluctuation on NZTA contracts
  • Back charges and deductions tested before they reach a payment schedule

MSQA and site quality

Monitoring and surveillance for the client, from the surveillance plan to the final quality record. The contractor’s QA records are the starting point, not the conclusion, so results are checked against what is actually in the ground.

  • Surveillance planning, ITP review and hold point management
  • Site inspections, material and test result review
  • Non conformance reporting through to verified closeout
  • Health and safety and environmental inspections, including NZTA Z05 plan review

Contract documents, estimates and tender

NZS 3910 contract documents written for the job, not copied from the last one. Schedule 1 is where risk is allocated, so each choice is made deliberately and explained to the client. That includes the form of pricing, programme requirements and how weather and ground conditions will be dealt with.

  • Schedule 1, special conditions and job specification
  • Schedule of prices and the Engineer’s estimate, with the basis recorded
  • Tender process, evaluation, award and tenderer debriefs

Project management and decision support

For asset owners who need to make a call on time, cost or scope. Options papers set each choice against the contract, programme and budget, make a clear recommendation and list what is still to be decided. Project management covers capital programmes, investment briefs, consultant engagement and work inside occupied buildings.

On the Health New Zealand regional fire and plumbing programme this meant ranking more than 20 projects across 9 hospital sites into an order the region could fund and deliver.
